I'm curious how the voting weight for verification changes after someone gets a promotion. For example, once a brown belt bets promoted to black belt, do the people he verified while he was a brown belt get bumped 50 points or will only the people he verifies once he is a black belt get the 100 points toward verification?

All votes are updated live. So if you get promoted, your voting weight is updated automatically for all votes you have already given. Just like if you lose your verification status, then all votes you've cast will instantly be withdrawn (and re-activated when/if you get verified again).
So if you cast votes as a white belt (+0 points), get promoted to blue belt and community verifies your promotion, then all your old votes will be upgraded to +5 points.
Of course, the moment you change your promotion history due to belt promotion, it must be verified by the community (everyone who have voted for you will get a notification that you've been promoted and that they need to re-confirm or dispute the changes)
So if you cast votes as a white belt (+0 points), get promoted to blue belt and community verifies your promotion, then all your old votes will be upgraded to +5 points.
