It depends. Basically if you are at a gym where people like to do the Federation's competitions, AND you want to be able to give out IBJJF-approvable black belts yourself someday, then it makes sense to register already at brown.
This has been explained in detail in other threads here... but you'll have easier time registering your black belt & the following degrees to it if you've already been registered as brown. Otherwise it's a waste of money unless you compete in their events.

Probably not, but I know several people that got a motorcycle license when they were younger and no longer ride. They've paid the few extra dollars to keep it over the years.

This is more along the lines that I was thinking.
I'm not able to compete due to a health related issue, but registering would allow me attend rules meetings and possibly reffing at some point.

It’s beneficial if someday you may have students that want to compete in IBJJF events, especially as they get higher in rank. If you’re a school owner, some students may see this as an added benefit.
Students can independently register with the IBJJF through BJJ Globetrotters and accomplish the same thing.

I keep mine current out of habit but no real benefit from it.
