Judo Black belt = BJJ Blue belt?

Yes talk to people who trained with Travis Stevens when he first started BJJ and ask that question
Interestingly enough, I think his take on this one is too extreme in the other direction. There are many interviews where he has specifically stated that there is absolutely no overlap between BJJ and Judo. :0: 0 :0

When I trained with him he did not express that opinion at all.
Really, I'm guessing he has changed his views. The interviews I saw where probably pretty old.

Should compete as blue, promote him whenever he is ready. Until then, white belt just moonlighting as a blue belt

I recall him saying that his personal BJJ game & match strategy is completely different than his Judo, not that there is no overlap between the arts.

I believe he did earn all the adult BJJ belts separately, but of course at an astonishing rate (which speaks volumes about the overlap): white for a few weeks, then blue for one month and purple for a few months, 18 months in total from white to black.

I'm going off memory, but I think there was a section in his interview on the Fist Full of Collars Podcast where he stated in response to people asking if they should take judo to work on their BJJ standup game with something along the lines of "No, get a new BJJ instructor who teaches better stand-up" and then ended it with " there is no overlap between the two".

Though I may admittedly be misremembering that or he may have meant specifically the standup game.

Same here but why listen to people who have been on the mats with world class judokas who actually have worked Ne Waza. Hell is Brazil Mehdi is a legend and respected by almost everyone in the BJJ community

I'm inclined to agree, to a point. If we are talking about modern-day Judo, i.e. the judo that is taught specifically with Olympic Games ruleset, then there is virtually nothing in common. Traditional Judo, i.e. that which is based on Kano's system is very relevant for Jiu Jitsu players.

IBJJF states judo black belts have to compete in the blue belt division, because you don't want John McHobbyist white belt get ippon seoied on his dome by the former Belarussian national judo champ (unranked in BJJ). In your case. What's the rush. Let brohim shred up the team for a bit, make sure he's a good bloke, then belt him after a year or so.
