Ive just been looking at the longest time and fastest time period spent at a belt level. One guys has 20yr 11 months at white belt. The same guys has 9 months from purple to brown. Just curious how this occurred. No names.

Likely he trained for a long time before formal assessment. Or it's an entry error :)

Well, I guess the Army Training in Germany had no formal BB coach to do Gradings and until 2002 there were no BJJ Black Belts in Germany at all!
What I find more surprising/confusing is, that on the Certificates is written "according to the Rules and Regulations of IBJJF" - but the time between Belts in nowhere near the regulations of IBJJF... (2 y at blue, 1,5 at purple and 1 at brown as MINIMUM Time...).
I know that those times are debateable - but if you print that on a certificate, I believe it should be as written. If times are not maintained, fine - let skill and individual ability count! But then don`t write it on a certificate… just my opinion.
